Thriving Economy

Penang island has hills in the centre. The mainland has a lot of land reserved for rice planting, which is important for food security. The state government has little land, and land acquisitions are costly and unpopular are one of the reasons for land reclamation.

The First Land

Penang Island was originally known by native seafarers as Pulau Ka-Satu, meaning The First Island, because it was the largest island encountered on the trading sea-route between Lingga and Kedah. Boating and fisherman’s community in Penang is embedded since the early days and still continues to provide a sense of uniqueness to distinguish Penang from other state in Malaysia.

Three urban typologies have been identified in the urban DNA of Georgetown and adapted to develop our building typologies for the the masterplan: Internal yard block, Typical block, Floating Village.

Directly linked to the existing Bayan Lepas Industrial zone and airport. In need of green landscape that act as buffer and at the same time specially design that suit with the industry of future.

Culture

Tie together the other two zones through the cultural hub. The vibrancy and economic driver of the financial and cultural arts centre will reinforce the entire bay into a vibrant active programme waterfront.

Youth

To attract youngster and tourist from Georgetown to the southern region. A grand statement impression

Creating Nodes

The southeastern coast of Penang is a fast lane for passerby passing from Batu Maung to Sungai Dua into Georgetown. The most significant natural element along this trail of highway is Pulau Jerejak. Framing Pulau Jerejak, these zones creates engine of growth that fuels the hole masterplan.

ZONE A: YOUTH

Zone A is dedicated for the youth of the city. Equipped with low scale compact but very high scale bustling urban towns dedicated for institutions, commercials such as offices and strip retail. The main anchor of this development is at the tip of the island, the lifestyle boutique commercial dedicated for the young and vibrant community of Penang.

ZONE B: CULTURE

Boasting an existing fisherman’s home, zone B houses the tropical and attractive Fisherman’s wharf. The fisherman wharf will be rejuvenated into a thriving destination that preserves its local heritage, supports the livelihoods of the fisherman and offers an enhanced quality of life for residents while attracting visitors to the area, a vibrant and dynamic stretch of waterfront to showcase the rich heritage  and traditions of the community that serve as a catalyst for economic growth.

Zone C: COMMUNITY

More secluded and isolated island, zone C focuses on communal living, residences in the park and fronting the sea with elements of commercial such as offices and neighborhood retail such as supermarkets and support facilities around the corner. The jewel of the zone is located at the south most tip, where the grand bazaar with plaza and ample public space embellish the district, creating a shopping haven for communities alike.

Potential Penang Port Waterfront

The waterfront is the edge that separates the land and water. Historically, cities around the world have increased their footprints by infilling the water for more land. In some cases, the water has disappeared at the end of the process. This one-sided expansion and the edge caused cities to overlook the value of the waterfront. This proposal focuses on the revitalisation of the Penang Island’s water edges by uplifting its duality and adds value to development. Around the world, the water edges are often used for industrial development.

When the wharf era had passed away, the edge is often left with warehouses and factories. The harbours have often suffered from the same problem of neglect and lack of development. We are proposing to reclaim the water edges as a great asset. In this design exploration, we set out to address the question of people’s access to the water. Transforming Penang Port as a well-developed open spaces where people can experience the power of water.

The Core Area covers an area of 109.38 hectares bounded by the Straits of Melaka on the north-eastern cape of Penang Island, Lorong Love (Love Lane) to the North-West and Gat Lebuh Melayu and Jalan Dr Lim Chwee Leong to the South-West corner.

There are more than 1700 historic buildings within this Core Zone aligned on four main streets of Pengkalan Weld (Weld Quay), Lebuh Pantai (Beach Street), Jalan Masjid Kapitan Keling (Pitt Street) and Lorong Love and several perpendicular streets of Jalan Tun Syed Sheh Barakbah, Lebuh Light, Lebuh Bishop, Lebuh Gereja, Lebuh China, Lebuh Pasar, Lebuh Chulia, Lebuh Armenian and Lebuh Acheh.

The Core Zone is protected by 150.04 hectares of the Buffer Zone, not including the Sea Buffer, bounded by the stretch of sea area around the harbour, Jalan Prangin to the south-west corner and Jalan Transfer to the North-West corner.

The site corresponds to the historic inner city of George Town, encompassing a rich collection of historic buildings of different styles.
